The dad refuses to pick up his 3 yr. old sends wife the baby is very reluctant @ thinks she is being punished?

the baby thinks she is being bad and she screams please dont make me go. do I still have to let her go if he refuses to pick her up.there is a restraining order against the mom @ dad they made me drop it on the baby@the dad. do I have to let her go with the stepmom?
