My 16 month old hysterically cries when he cannot have everything he wants what should I do?

If my son wants to go in a place that is off limits or wants something he cannot have he throws a fit. I sometimes feell like a bad father because of this but if I give into this behavior my wife and I are telling our son that this is acceptable behavior. If I redirect him he is ok for a while until he remembers his previous activity and throws another tamtrum.
