Since when did it become too expensive for the U.S textile industry to manufacture clothing in the U.S.A?

I believe that it started to go bad in the 70's. The textile unions were fighting cheaper imports due to the easing of tariffs by the Kennedy administration. In 1965 about 95% of our clothing was made in the USA, now about 5% is made domestically. Since we cannot pay the same low wages as other countries, labor has become way to expensive to manufacture clothing, or anything for that matter.
